Tanker Hire Risk Assessment

Provision of stand-by tanker hire for short term transformer oil storage (to be read in conjunction with the method statement for draining oil from transformers by road tankers).

1. Administration

The administrative procedures and controls for the provision of stand-by tankers are not currently included within the EOSL Quality Procedures.

1.1 Details of the operation are recorded on a sequentially numbered ASO form by the EOSL Services Administrator. This will include period of hire, material to be held (PCB content), route/access, hose lengths and fittings required.

1.2 Where oil is to be replaced into plant via a mobile processing unit, the customer should be advised of the need to have tanks parked adjacent to said plant or for a tractor unit to be on-site to move them prior to refilling.

2. Site Work

In general, site work will be in accordance with the method statement for the draining of oil by road tanker, to which reference should be made.

2.1 The vehicle driver will have no specialist knowledge or experience, besides that required to operate his equipment. A suitably authorised person should therefore ensure his safety from the system.

2.2 Similarly he will have no specialist knowledge of insulating oil handling, treatment or applications. He may never have been on a substation site previously.

2.3 The customer will be invited to inspect the tank, pump and hoses prior to transfer of material (see Risk Assessment).

2.4 On completion of the operation the customer will be asked for confirmation of his satisfaction prior to the driver's departure.
